The facts
- Canada applies its steel measures in a fixed order and charges only one of them on a good: "Canada maintains a non-stackable policy for the following tariffs on steel and aluminum." The order is: first the over-quota (TRQ) surtax, then the US or China surtaxes, then the steel derivative surtax. Source: canada.ca (as of 2026-09-24)
- Tariff-rate quota (TRQ) means a set volume of imports that can enter without the surtax. Above that volume the surtax applies. "In both cases, imports exceeding the tariff rate quota volumes are subject to a 50% surtax." Source: canada.ca (as of 2026-09-24)
- Since December 26, 2025, quotas have been set at "20% of 2024 import levels for countries that do not have a free trade agreement in force with Canada" and "75% of 2024 import levels for countries that have a free trade agreement in force with Canada." Source: canada.ca (as of 2026-09-24)
- The over-quota surtax does not apply to Canadian, US or Mexican steel: "Imports of subject steel products originating in Canada, the United States, and Mexico are exempted from this measure." The goods covered are listed by tariff classification number in Schedules 1 and 2 of the Order Imposing a Surtax on the Importation of Certain Steel Goods (SOR/2025-148). - The over-quota surtax started on June 27, 2025, and an amendment that took effect on June 27, 2026 "extends the TRQ surtax until June 27, 2027." Source: cbsa-asfc.gc.ca (as of 2026-06-27)
- The June 2026 amendment moved four tariff lines (7225.50.00.10, 7225.50.00.20, 7225.50.00.30, 7225.50.00.40) from the hot-rolled sheet class to the cold-rolled class. It also set the quota periods for the year ahead: June 28 to September 29, 2026; September 30 to December 29, 2026; December 30, 2026 to March 29, 2027; and March 30 to June 27, 2027. - Steel derivative surtax: the listed goods "are subject to a surtax in the amount of 25% of their value for duty". It applies to these goods from all countries and has been in effect since December 26, 2025. Source: laws-lois.justice.gc.ca (as of 2026-09-30)
- The derivative list in the Steel Derivative Goods Surtax Order schedule has 61 tariff items. They fall in headings 3925, 7216, 7308, 7312, 7313, 7314, 7315, 7317, 7318, 7320, 7325, 7326, 7614, 8302, 9401, 9403, 9405 and 9406. These cover goods such as structures and parts of structures, stranded wire and ropes, fencing, chain, nails, screws, bolts and nuts, springs, seats with metal frames, metal office furniture, and prefabricated buildings. - The derivative surtax does not apply to goods for making motor vehicles and parts, or to aircraft and spacecraft goods, if they are imported before July 1, 2027. Goods that originate in Canada are also exempt. Source: laws-lois.justice.gc.ca (as of 2026-09-30)
- The July 1, 2027 cut-off for the motor vehicle and aircraft and spacecraft exemptions was set by an amending order registered on June 22, 2026. Source: gazette.gc.ca (as of 2026-06-22)

- US-origin steel: "Effective March 13, 2025, steel and aluminum imported into Canada and originating in the U.S. are subject to a surtax". From September 8, 2026, "the surtax rate increases to 50% of the value for duty for aluminum goods and steel goods" in Schedules 1.1 and 2.1, while "Aluminum goods listed in Schedule 1 and steel goods listed in Schedule 2 continue to be subject to a 25% surtax rate." Since July 31, 2025, a 25% surtax has also applied to certain non-US imports that contain steel melted and poured in China, with goods of $5,000 or less cumulative value for duty exempt. - On June 3, 2026, the government announced, subject to approval by the Governor in Council, that it would extend the steel TRQ regime for imports from non-CUSMA partners, and the existing tariff relief for eligible steel and aluminum products from the US and for eligible steel products subject to derivative tariffs. What changed
Tracking began.
Why we track this
Several steel surtaxes now overlap, and since 2025 they have changed on fixed dates. A 25% surtax on US steel started March 13, 2025, and went to 50% for steel goods in a new Schedule 2.1 on September 8, 2026 (cbsa-asfc.gc.ca). An over-quota surtax of 50% on non-CUSMA steel started June 27, 2025, its quotas were cut on December 26, 2025, and it was extended to June 27, 2027 (cbsa-asfc.gc.ca). A 25% surtax on 61 steel derivative tariff items from all countries started December 26, 2025 (canada.ca, canada.ca). Only one measure applies per good, in a set order of precedence, so the rate on a shipment depends on its origin, its tariff item and how much of the quota is left (canada.ca).
